Finland in favour of continuing the operation of EU's information security agency

Finland is in favour of extending the mandate of the European Network and Information Security Agency ENISA by five years. Finland also supports modernising and improving the effectiveness of the agency's operations.

The Government expressed its views on the European Commission's proposals for organizing ENISA's operations in a communication to the Parliament.

ENISA was founded in 2004. The agency's current mandate expires in March 2012. ENISA is situated in Heraklion, Greece, and it is one of the smallest agencies of the EU.

A guide for Russian motorists driving in Finland

The Ministry of Transport and Communications has published a guide on driving in Finland intended for Russian motorists. The booklet covers the most important Finnish traffic regulations and provides advice on road safety matters.

It also contains detailed information about the car safety devices required in Finland and requirements on drivers and provides advice on driving in such places as roundabouts and tunnels, on the safe loading of vehicles and on action required at accident sites.

The booklet, which is in Russian, is available at border crossing points between Finland and Russia.

Government proposes amendments to Pilotage Act

The Government proposes that provisions concerning liability for damages caused in pilotage activities be moved from the Tort Liability Act to the Pilotage Act.

With the amendment, a company carrying out pilotage activities would have limited liability for damages when the damage has been caused deliberately or by gross negligence. A pilotage company’s liability for damages would be EUR 100,000 per event at the maximum.

The amendments are related to the incorporation process of the Finnish State Pilotage Enterprise, set to start on 1 January 2011.

The Government decided on the content of the proposal on Thursday 21 October.

The Finnish Ministry of Transport and Communications and its Permanent Secretary Harri Pursiainen have won this year’s eSafety Award.

The award was given in recognition of Finland’s National Strategy for Intelligent Transport, drafted by Mr Pursiainen as rapporteur. Finland was the first country in the world to publish such a strategy. The award also recognises the active input that Finland and the Ministry of Transport and Communications have provided into the cooperation between public authorities and the development of ITS systems.

The Ministry of Transport and Communications and Permanent Secretary Harri Pursiainen received the award at the eSafety Forum held in Brussels on 13 October.

‘Intelligent transport will have a growing importance in European transport policy in the coming years. It is delightful and encouraging to see Finland rewarded for its forward-looking work’, said Harri Pursiainen, Permanent Secretary at the Ministry of Transport and Communications.

The eSafety Forum is organised by ERTICO, a cooperation body for public authorities and private players in the field of intelligent transport.

Logistics costs of Finnish companies decreasing

Logistics costs totalled on average 11.9 % of the turnover of Finnish companies in 2009. In 2008, the corresponding figure was 14.2 %. This change is mainly due to a significant decrease in transport costs. In international comparisons, the competitiveness and logistic functionality of Finland continue to be very good.

This data was revealed by a study commissioned by the Ministry of Transport and Communications on the state of logistics in Finland in 2010, the sixth logistics survey commissioned by the Ministry.

More than 90 % of large and medium-sized companies consider logistics essential in terms of profitability and the level of customer service.

This year's survey focuses on the logistics costs of trade and manufacturing, key figures, logistics outsourcing and how a company's location influences its operations. The logistics survey, which is the most comprehensive study in the world conducted in this field, received some 1,800 responses.

The results indicate that the respondents' satisfaction with the logistic functionality in their company location has increased. Differences in operational environments between the south of Finland and the rest of the country were considered to have grown. The highest share of respondents satisfied with the logistics preconditions in their area was in Uusimaa, Päijät-Häme, South Karelia, Kanta-Häme, Varsinais-Suomi and Pirkanmaa, while the lowest figures were found in Lapland, South Savo, Kainuu and North Karelia.

The logistics survey was carried out by a group of logistics researchers at Turku School of Economics.

Licences to four new television channels

The Government has reached a decision on the granting of four new television programme licences for multiplexes B, C and E in the antenna network. The licences were granted to URHOtv Oy, MTV Corporation, SBS Finland Oy and Sanoma Television Ltd. Three of the new channels will be pay-TV channels.

On 19 September 2010, the Broadband Commission for Digital Development released its recommendations for action at a high-level meeting held before the UN General Assembly in New York. The Commission's report was received by UN Secretary-General Ban Ki-moon.

- The Commission stressed that the right to a well-functioning, affordable broadband connection should be every citizen's basic right, said member of the Broadband Commission, Minister of Communications Suvi Lindén.

Minister Lindén to attend meeting of UN Broadband Commission

On 17-22 September, Minister of Communications Suvi Lindén will visit New York to participate in a meeting of the UN Broadband Commission and a Summit on the UN Millennium Development Goals.

Established in May, the mission of the Broadband Commission for Digital Development is to seek ways to extend the coverage of communications technology and broadband connections to the developing countries so as to promote the achievement of the UN Millennium Development Goals.

Ms Lindén will attend the Summit on the UN Millennium Development Goals as a member of the delegation led by President of the Republic Tarja Halonen.

The Government proposes that EUR 2,044.6 million be allocated to the administrative sector of the Ministry of Transport and Communications for the year 2011.

It is proposed that appropriations to transport policy would total EUR 1,642.3 million, of which the transport network would account for EUR 1,414.8 million. Key projects in the budget proposal include the continuation of basic repairs to upgrade the Seinäjoki-Oulu rail link.

A total of EUR 19.2 million is proposed to be allocated to communications policy and EUR 40.5 million to research for the operational expenses of the Finnish Meteorological Institute.

The Government will also submit to Parliament a proposal related to the budget proposal for the incorporation of the Finnish State Pilotage Enterprise as a limited liability company.

According to Minister of Communications Suvi Lindén, implementation of the EU’s digital strategy should be seen as a challenge that cuts across the administration both in the Commission and nationally. Ms Lindén considers that all sectors of the administration should make plans to use information and communications technology to improve productivity and support economic growth.

Ms Lindén discussed the issue with the European Commission’s Vice-President Neelie Kroes on 30th August in Helsinki. Ms Kroes is responsible for issues related to digital content and services in the Commission.

Neelie Kroes, Vice President of the European Commission, will visit Finland on Monday, 30th of August. During her visit she will meet Suvi Lindén, Finland's Minister of Communications. In the Commission, Kroes is responsible for questions related to digital contents and services.

During their meeting, Kroes and Lindén will discuss frequency spectrum policies, promotion of broadband in Finland and the EU as well as the Commission's digital strategy, better known as the Digital Agenda.

The aim of the Digital Agenda is to promote economic growth in the EU and distribute the benefits of the digital era to all areas of society. The strategy contains approximately 100 measures, of which 31 are legislative initiatives.

Minister of Communications Suvi Lindén believes that more publicly accessible, free-of-charge broadband connections should be provided for citizens.

This would increase the use of digital services and provision and would speed up the development of information society. Increasing the number of open networks should, in fact, be considered as one of the goals for information society policies.

Lindén regards the panOulu broadband network, which is accessible and free of charge for all Oulu people, as a practical model anywhere in Finland. The network has more than 1200 base stations. Use of its services does not require a user ID or registration.

Minister Suvi Lindén will be attending the first conference of the UN Broadband Commission for Digital Development on Sunday, 11 July. Numerous high-level actors will be convening in Geneva to discuss the role of broadband and ICT in developing countries. The Commission's task is to find ways which can be used to ensure that the citizens of developing countries would have access to functional broadband connections.

The Broadband Commission's objective is to issue recommendations to achieve the UN Millennium Development Goals by using the possibilities of information society and information technology. The UN Millennium Development Goals aim to solve major development problems by 2015.

New universal service obligations for telecom operators will take effect in the beginning of July. This means that a broadband access will be included in basic communications services like telephone or postal services. As of the beginning of July telecom operators defined as universal service providers must be able to provide every permanent residence and business office with access to a reasonably priced and high-quality connection with a downstream rate of at least 1 Mbit/s.

Mr Juhapekka Ristola (41) has been appointed Director-General of the Communications Policy Department at Finland’s Ministry of Transport. The Ministry announced the appointment on 11 May 2010.

The appointment is for a fixed period of time, from 1 October 2010 to 31 May 2011. As of 11 May 2010 he will serve as the first deputy Director-General, deputising for Ms Liisa Ero.

Mr Ristola is a Master of Laws, trained on the bench. He became Director of the Ministry’s Communications Networks Unit in July 2007. He has worked at the Ministry since 2002.

Ms Anu Vehviläinen, Minister of Transport of Finland, and Mr Kamal Nath, Minister for Road Transport and Highways of India, signed a Memorandum of Cooperation in the field of scientific and technological cooperation in transport on 10 May 2010.

The Memorandum is an agreement on cooperation between specialists of the Transport Policy Department of the Finnish Ministry of Transport and Communications and of the Indian Ministry of Road Transport and Highways in the sectors of road administration development, road construction and maintenance, traffic safety, intelligent transport and logistics.

The main forms of cooperation will be exchange of information and mutual visits aiming to promote relations between enterprises, industrial cooperation agreements and transfers of technology.

The International Telecommunications Union, ITU, and the United Nations Educational, Cultural and Scientific Organisation, UNESCO, have set up a high-level Broadband Commission for Digital Development. Ms Suvi Lindén, Minister of Communications of Finland, has been invited to join the new Commission.

The Broadband Commission will look for ways to create effective broadband connections for people in the developing countries. The Commission will report on the results of its work at the UN General Assembly in New York in September.

Minister Lindén sees the invitation to the Commission as recognition for Finland’s communications policy.

"I am extremely pleased for the invitation to join in this important work. We cannot leave people in the developing countries outside the information society. Broadband connections will improve prosperity in society, market development and economic growth particularly in the developing countries. It is not about technology but people's basic right to information”, she says.

Minister for Road Transport and Highways of India to visit Finland

Mr Kamal Nath, Minister for Road Transport and Highways of India, will visit Finland on 10–11 May at the invitation of Ms Anu Vehviläinen, Minister of Transport of Finland.

The Ministers will sign a Memorandum of Cooperation between Finland and India in the field of scientific and technological cooperation in road transport. Matters relating to traffic safety and intelligent transport will also feature on the meeting agenda.

During his visit to Finland Minister Nath will also meet Ms Paula Lehtomäki, Minister of the Environment, Mr Mauri Pekkarinen, Minister of Economic Affairs, and Mr Paavo Väyrynen, Minister for Foreign Trade and Development.

Minister Nath has served as a member of the Indian Government many times. From 2004 to 2009 he was India’s Minister of Commerce and Industry.

Based on the current forecasts all airports in Finland have been opened for air traffic and operate normally. According to the forecasts there are no further restrictions expected for air traffic.

Passengers whose flights have been cancelled are requested to contact their own airline, travel agency or tour operator.
