Communications networks

The Ministry’s aim is to ensure the provision of reliable and efficient networks covering the entire country. The same rules are applied to all electronic communications networks.

Fast, efficient and safe networks are an essential requirement for the development of network services and new business as well as for regional development and regional equality. The biggest challenge in network policy is to ensure that the principal communications networks are continuously of a high standard and have comprehensive coverage, and that the services are affordable.

The new communications market legislation that entered into force in 2003 is aimed at all communications networks on an equal basis. The legislation covers fixed telephone networks, mobile networks and television and radio networks.

The intention is that regulation of the communications market should increasingly be through general competition and consumer regulations. It is also hoped that the market will function on the basis of corporate self-regulation.
