Communications policy

Communications services are a key area of Finnish society. A significant number of public services are provided and used by means of communications services. A knowledge-based society requires high-quality communications services to be generally available at reasonable price. Citizens and businesses must be able to trust in the services offered by the information society.

The Government Programme for 2007-2011 gives special focus to promoting the information society for everyday life, a ubiquitous information society. The information society policy aims to transform Finland into an internationally recognized, competitive competence-based service society with a human touch.

The Ministry of Transport and Communications is responsible for the legislation on communications networks, issues of privacy protection and data security, promoting access to communications services, the policy on frequencies and the legislation on radio and TV broadcasting. The Minister of Communications represents Finland in the EU’s Council of Telecommunications Ministers.
