Network licences

Networks that require a licence for public telecommunications include second-generation GSM mobile networks and third-generation UMTS mobile networks.

For television and radio operations a network licence is required for broadcasting in the antenna network. However, a licence is not required for cable or satellite-relayed television operations.

The licences may include requirements related to the length of the licence period, the geographical area and the quality of the network or service.

Network licences for short-term television and radio broadcasting, as well as for mobile television operations, are issued by the Finnish Communications Regulatory Authority (FICORA).

A radio licence issued by FICORA is needed for other uses of radio frequencies. Most frequencies, however, are shared frequencies that do not require a licence.

Applicants for network licences must pay a EUR 1,000 application fee to the State.
