On 25 February 2014, the final report by the Ministry of Transport and Communications working group for Fair and Intelligent Transport was sent out to numerous government parties, associations and authorities for statements. In its request for statements, the ministry expressed that it would like opinions especially on the relation between the taxation of car use and transport policy.

The working group's task was to consider how Finland could advance towards more fair and intelligent transport and how implementation of a road toll system should be carried out in the long-term.

In its final report the working group stated that Finland should move toward implementation of kilometre-based taxation for car use.

In the statement request concerning the final report the ministry asks that statements focus on whether taxation of car use should be linked to transport policy objectives or if taxation could instead vary between regions. The ministry has also requested views on how to make the transport network as safe as possible and how it can be utilised in the most efficient way possible, as well as on how society's digitalisation development will affect the transport sector.

The deadline for statements is on 17 April 2014.
