Preparation of national legislation on EU Mobility Package underway
The Ministry of Transport and Communications has started to prepare amendments to national legislation required by the social and market provisions of the EU Mobility Package for road transport.
In this connection, it will also be assessed whether provisions on transport operators’ liability, which are in line with the Government Programme, should be included in the Act on Transport Services.
The Mobility Package aims to harmonise the regulation on EU’s internal market in road transport, improve the working conditions of drivers and make enforcement more efficient. It clarifies previously ambiguous provisions in the sector and harmonises their application in different Member States. Uniform rules also promote traffic safety for all road users.
Two preparatory groups
A working group and a related sub-group have been appointed for the preparatory work. The term of the groups will run until 31 March 2022. In their work, the groups will consult operators as well as other stakeholders and experts in the transport sector.
The task of the working group is to assess the legislative amendments required to implement the EU regulations and directives of the Mobility Package and to prepare the necessary legislative amendments.
The group will also examine how the Mobility Package will affect the information systems and what kind of supervisory measures will be needed. The national impacts of the legislative changes will be assessed too.
The sub-group will operate under the direction of the Ministry of Economic Affairs and Employment on the basis of the mandate and guidance of the working group. The sub-group will prepare the legislative proposals related to labour law and working life required for the implementation of the Directive on the posting of workers in the road transport sector.

The working group is chaired by Sini Wirén from the Ministry of Transport and Communications.

What are the next steps?
The project runs from 21 October 2020 to 31 March 2022. Its outcome will be a government proposal on the necessary amendments to legislation.
The matter will be prepared openly and in broad-based cooperation with operators, stakeholders and experts in the transport sector.
A project start-up event will be arranged for stakeholders on 10 November 2020 from 10.30 to 12.00. The online meeting will discuss the launch of the project and provide an opportunity to discuss topics related to the Mobility Package. The link for registration is available below.
