Documents addressed to the Ministry of Transport and Communications can be delivered to the government's mail distribution centre, address: Ritarikatu 2 B, Helsinki (open from 8.00 to 16.15).

Submissions for consideration by the Ministry

If you would like to submit a matter for consideration by the Ministry, you can send a document, such as a letter or an application, to the Ministry Registry. Only matters that can be considered without an official signature can be submitted through email. You will receive a reply to your email acknowledging the receipt of your message.

Under the Act on the Openness of Government Activities everyone has the right of access to an official document in the public domain. In addition, everyone has the right to review the data concerning them in Ministry registers and documents and the right to request for a rectification of the data.


The archives consist of records received or produced at the Ministry in the performance of its duties.

The Ministry records will be kept as follows:

  • documents as of 2004 in the Ministry archives,
  • documents before 2004 in the National Archives.

The same time limits apply to projects and working group documents in the government Project Register (HARE).

Information on government working groups, committees, boards, advisory boards and projects, including legislative projects, since 1998 are available in the government Project Register.

A fixed fee is charged for document copies, and the delivery costs are charged separately. Documents will not be given to private persons or NGOs on loan but can be consulted in the Ministry premises.
