Implementation of National Transport System Plan picks up speed

The Government adopted the first National Transport System Plan for 2021–2032 (Traffic 12 Plan) and submitted it in the form of a report to Parliament on 15 April 2021. The report is currently under consideration by Parliament.

The next step is to implement the Plan. The implementation schedule was presented to stakeholders on 20 May 2021.

The Plan will be carried out and implemented across the administrative branch of the Ministry of Transport and Communications according to the current responsibilities and division of tasks. In addition to the Ministry, the Transport and Communications Agency, Transport Infrastructure Agency and Centres for Economic Development, Transport and the Environment are involved in the work.

Transport system analysis monitors the development and the implementation of the objectives

The National Transport System Plan is a strategic plan for the development of Finland’s entire transport system in the long term. The Plan will be drawn up for 12 years and will be updated periodically, every four years. It encompasses all transport modes, passenger and goods transport, transport networks, services and cross-cutting themes of the transport system.

Essential in the Transport System Plan and its implementation is that the development of the transport system is based on data. The current state and the development of the transport system will be described in the transport system analysis. It will include the strategic situational picture of the transport network and foresight information on the changes in the operating environment. It will monitor the implementation of the objectives in the Plan.

The process of preparing the next national transport system plan will be developed on the basis of experiences and on feedback received during the consultation round.

Extensive national and regional cooperation to continue

The first National Transport System Plan was prepared in extensive cooperation between different stakeholders. The current cooperation and constant interaction will continue and be further improved. 

The Transport System Forum will meet regularly to discuss current issues and the state of the transport system. The first Forum is scheduled for the spring of 2022.

The progress of the Plan will be discussed annually with regional actors. The discussions will be held with the regions where the transport system work, which extends beyond regional borders, is carried out by the Regional Councils, i.e. with eastern, western, northern and southern Finland.  In addition to the existing channels of interaction, new ways to interact will be developed together with the urban regions and actors in business and industry.

What next?

The implementation will start as planned. The work will take the upcoming opinion of Parliament regarding the Plan into account.

The first report on the progress of the measures will be given in autumn 2021. From then onwards it will be submitted every year.

Cooperation and meetings will continue according to the plan now presented.
