The Ministry of Transport and Communications has requested Kirsi Karlamaa, who will start as Director-General of the Transport and Communications Agency on 1 January 2019, to review the practices relating to the planning, provision and maintenance of electronic services of the Transport Safety Agency, Trafi. Special attention was requested to be paid to information security and data protection issues.  The functionality of the management and decision making system will also be examined.

The request for the review is based on the recent problems in Trafi's electronic services. Observations and development proposals relating to planning, implementation and provision of the services are to be discussed in the report.  

Based on the observations and proposals, the operations of all agencies within the administrative branch of the Ministry of Transport and Communications will be addressed.

The Ministry of Transport and Communications considers it important that the case relating to Trafi's driver data service will be thoroughly examined and that lessons will be learnt. The Ministry encourages all government organisations to utilise the results of the analysis in ensuring the information security and data protection of their own services.

What next?

Problems relating to the provision of Trafi's electronic services will be analysed. The review will be started right away and it will be reported by the Transport and Communications Agency that will begin operating on 1 January 2019.  The report will examine the management and decision making system of Trafi and the information security and data protection of its services.

Under the Ministry of Transport and Communications' leadership, the observations will be utilised in developing the operations in the Ministry's administrative branch. 

The Ministry encourages all government organisations to utilise the results of the analysis in ensuring the information security and data protection of their own services.

The Communications Regulatory Authority, the Transport Safety Agency, Trafi, and certain functions of the Transport Agency will merge into Transport and Communications Agency as of 1 January 2019.
