Letter from the Commission on lightweight vehicle legislation published in Finland
There has been public debate about Finland publishing a letter from the European Commission that could have been seen as not meant for the general public. In Finland, the confidentiality of a letter from the European Union marked “limité” is always assessed case by case based on its contents and in accordance with the requirements of the Act on the Openness of Government Activities. On the basis of its contents, the document in question was assessed to be public. In addition, an inquiry had been sent to the Commission requesting its view on the confidentiality of the document. The Commission was of the opinion that the document can be published.
